STATUTE

ARTICLE 1 – NATURE OF THE INSIGNE STATEMENT

NOBLE ESTATE OF NAVAZA is an institution organized by the Grand Ducal House of Navaza as a fraternity, established to unify in a single body all the titled nobility of the Grand Duchy of Navaza, under a Code of Honor and promote the individual and social values of those who have obtained the privilege of being honored as notable people and of special esteem by the Crown of Navaza due to their special conditions and services to the Navacense Nation, and who are obliged to observe upright and virtuous behavior, based on sincerity, solidarity, generosity, courage, fidelity and loyalty.

ARTICLE 2 – CODE OF HONOR

Nobility, as a social institution, and in accordance with that human value that its very name demonstrates, must always act with itself and with others with kindness, loyalty, decency, honor, dignity, courage, fidelity, fortitude, truth, solidarity and justice that compels it.

ARTICLE 3 – MEMBERS

All titled nobles of Navaza are part of this Estate, who have received a noble dignity from the Sovereign Noble House of Navaza headed by the Grand Duke and who are duly registered and inscribed their titles in the Grand Ducal Repository or their legitimate ones. successors. Exceptionally, those who, having been awarded by another Noble House with titles from that one, who would have been recognized by the Grand Duke, also form part of this Estate.

ARTICLE 4 – BELONGING

All titled nobles of Navaza belong by right, who hold legitimate possession of a noble dignity granted by the Sovereign Noble House of Navaza and who, having been awarded by another Noble House with titles from that one, have been recognized by the Grand Duke, as well as their respective spouses.

ARTICLE 5 – RIGHTS 

The rights of the members of the Establishment are:

1. Participate in all events and ceremonies of the Estate.

2. Wear the Habit, the uniform and the insignia within the events and ceremonies, in accordance with the instructions established for this purpose.

3. Receive the distinctions and titles conferred in accordance with their disposition, service and contribution to the purposes of the Estate and the Crown.

4. Use and display the Coat of Arms that has been approved and conferred by the Grand Ducal College of Arms.

5. Obtain respectful treatment in accordance with your position within the Establishment.

6. Deserve the appreciation, solidarity and emotional, material and spiritual support from the entire Establishment in times of difficulty.

7. Present respectful requests and suggestions and receive a response to them. 8. That a fair honor process be carried out prior to the imposition of any sanction.

ARTICLE 6 – DUTIES

The duties of the members of the Establishment are:

1- Rigorously observe the Establishment's Code of Honor.

2- Comply with the instructions and guidelines established by the Establishment and that comply with the regulations of the Grand Duchy of Navaza.

3- Act with composure, restraint, decency, prudence and humility in all your public and private acts.

4- Permanently maintain loyalty and fidelity to the Grand Ducal House of Navaza and the Estate.

5- Participate in the events and ceremonies of the Establishment to which you are summoned.

6- Attend the events and ceremonies of the Establishment wearing the Habit, the uniform and the insignia within the events and ceremonies, in accordance with the instructions established for this purpose.

7- Dispense respectful treatment in accordance with their noble condition and position within the Establishment.

8- Go to support the other members of the Establishment in cases of need or moments of difficulty.

9- Act with rectitude, honesty, impartiality at all times and situations, both inside and outside the Establishment.

ARTICLE 7 – PURPOSE OF THE STATEMENT

The purposes of the Establishment are to support, support and safeguard the monarchical institution and the Sovereign Noble House of Navaza, promote the unity of all the titled nobility of Navaza through social activities, be the Court of First Instance in matters of Nobility Law by reason of succession and renewal or confirmation of titles, as well as honor processes against its members, the second instance being the Grand Duke of Navaza in his capacity as official, legal, name and arms head of the Noble and Sovereign House of Navaza.

ARTICLE 8 – THE HEADQUARTERS OF THE ESTATE

The symbolic headquarters of the Establishment will be located in the Navaza Lighthouse.

The Estate Ceremonial Headquarters will be located in the location designated by the Grand Duke of Navaza. The administrative headquarters of the Estate will be located in the location designated by the Constable of the Estate.

ARTICLE 9 – THE EMBLEM OF THE ESTATE

The Emblem of the Estate is a golden ring with a ribbon, also golden, superimposed on the lower part and within it, the inscription of the emblem of the Estate.

ARTICLE 10 – THE WEAPONS OF THE ESTABLISHMENT

The arms of the Establishment are: Quartered shield divided by a paté cross in half throughout its entire length, in the 1st and 4th quarters of azure a gold lighthouse, in the 2nd and 3rd quarters of gold an open grenade gules, a branch and two sinople leaves, crowned with a gold ducal crown with eight rosettes in the shape of a celery leaf and without diadems. ARTICLE 11 – THE SEAL OF THE STATEMENT

The seal is made up of the emblem of the Establishment.

ARTICLE 12 – THE CURRENCY OF THE ESTATE

The motto of the Establishment is in Spanish “NOBLEZA OBLIGA” and in French it is: “NOBLESSE OBLIGE”

ARTICLE 13 – ESTATE FLAG

The flag of the Estate is a bugle flag or rectangular flag with the flap finished in two points of sanguine or crimson color with a gold border and in the center the Emblem of the Estate.

ARTICLE 14 – INVOCATION

Each official act of the Establishment will be preceded by the traditional invocation: “For the grace of God, for the honor of our Monarch and for our own lineage.”

ARTICLE 15 – HABIT OF THE ESTATE

The Habit of the Establishment: it will be a capitular mantle or cape in sanguine or crimson taffeta color that goes from the nape of the neck to the ankle, with a quilted Mao style collar and muffler (inside view) in contrasting gold-colored satin lining, with golden charro-type brooches. or two gold buttons joined with a chain of the same color. The following nobles will wear a golden ribbon on the edge of their mantle, as follows: a) The Dukes, five centimeters; b) Los Marquises, four centimeters; c) Los Condes, three centimeters; d) The Viscounts, two centimeters; e) The Barons, one centimeter. The Lords will not wear a gold ribbon on the edge of the mantle

Band: All members of the Establishment will wear a crimson taffeta band, 85 cm long x 10.5 cm wide, in chapter meetings, events and ceremonies that are indicated to them.

ARTICLE 16 – HALF GALA SUIT

The Half Gala suit for men is the black tuxedo and black shoes with a white shirt with bow tie, bow tie and black cummerbund, for women it is a long suit with necklines and high heels, white gloves for everyone. With this suit, the band or badges will not be used, only the scallop around the neck and the mini medals on the lapel on the left side for men, women are not required to wear them.

This suit will be used exclusively for evening events and ceremonies when they are official receptions of the government or the Headquarters of the State of Navaza.

ARTICLE 17 – GALA COSTUMES

The Gala Suit for men is the black Tailcoat and black shoes with a white shirt with bow tie, bow tie and white vest, for women it is a long dress without necklines and high heels, white gloves for all. With this costume the band, neck sash and all the decorations on the left side will be used.

This suit will be used exclusively for evening events and ceremonies when it comes to diplomatic receptions with heads of state and/or government of foreign nations.

ARTICLE 18 – GRAND GALA COSTUMES OF THE ESTATE

For men: Black Mess-type jacket in cold weather, gray in temperate weather and white in warm weather, with four gold buttons, white bow-tie collar shirt, black bowtie, and black cummerbund if the jacket is black, cummerbund sanguine or crimson if the jacket is gray and gold sash if the jacket is white, black pants with gold trim for men and black patent leather shoes, white gloves.

For women: Black Mess-type jacket in cold weather, gray in temperate climate and white in warm weather with four gold buttons, white shirt with ribbon and black sash if the jacket is black, sanguine or crimson sash if the jacket is It is gray and a gold sash if the jacket is white, a long black skirt with gold trim to the ankles and black high-heeled shoes, white gloves.

ARTICLE 19 – STREET COSTUMES OF THE ESTATE

Dark blue blazer with gold buttons and the shield of the Grand Duchy of Navaza on the upper left pocket, white shirt, gray pants for men and gray skirt for Ladies, black socks and shoes, gold tie for men and gold ribbon for the Ladies.

With this suit, only the lapel shield on the left side will be used for both men and women.

This suit will be used exclusively for informal events and ceremonies of the Grand Ducal House of Navaza.

ARTICLE 20 – DECORATIONS

In authorized events and ceremonies, members of the Establishment may wear, according to their rank, the following decorations typical of the exercise of nobility:

     

Dukes/as: Top Hat or Headdress (Crown or Tiara) and Long cane with golden handle.

Marquis/as: Top Hat or Headdress (Crown or Tiara) and Long cane with silver handle.

Counts: Top Hat or Headdress (Crown or Tiara) and Medium Staff with golden handle.

Viscounts: Top Hat or Headdress (Crown or Tiara) and Medium Cane with silver handle.

Barons: Top Hat or Headdress (Crown or Tiara) and Short cane with golden handle.

Gentlemen: Top Hat or Headdress (Crown or Tiara) and short cane with silver handle.

Each nobleman is authorized to have his own crown or headdress, which may be used in ceremonial habit with the proper authorization of the Grand Ducal House of Navaza. They will have the following characteristics: – That of the Grand Duke, golden, with eight rosettes in the shape of a celery leaf and with diadems joined in the middle and finished with a red stone and a cross on top.

– Duke's, golden, with eight rosettes in the shape of a celery leaf and without diadems.

– That of Marquis, golden, with four florets and four lower points, culminating in three pearls placed in a triangle, either in a vertical row or in a horizontal series.

– Conde's, golden, with eight points that end in pearls.

ARTICLE 22 – ESTATE GOVERNMENT.

The government of the Estate is made up of the following:

ARTICLE 23 – THE MONARCH

The Grand Duke of Navaza in his capacity as Monarch is the head of the Estate, he is invested with all the powers of the Estate Chapter, except as provided herein.

ARTICLE 24 – THE STATEMENT CHAPTER

It will be made up of all the members of the Establishment and will meet in its own right on the first Saturday of the month of October of each year in honor of the founding of Navaza. There may be Estate Chapters by locality, where four more members of the Estate gather, who will act as delegates of the latter and organize their local government for their own affairs, which will be made up of a Chapter President, a Chapter Secretary and an Inspector. of Chapter.

ARTICLE 25 – THE ESTATE COUNCIL

They are called Counselors. The Estate Council will be

a) The Monarch, who will preside over it.

b) The Constable, who will act on behalf of the Monarch in his temporary absences.

c) The Chamber Notary, who will keep a record of all the actions of the Estate and will endorse with his signature the veracity of all of them, as well as the ordinary and extraordinary calls of the Estate Council

d) The Provost, who will monitor and demand compliance with these Statutes, the adopted provisions and will jealously guard the loyalty of the members of the Establishment towards the Crown of Navaza.

e) The Ceremonier, who will be in charge of the organization, conduct and direction of all the ceremonies of the Estate.

The Estate Council will meet in its own right on the first Saturday of each month and will be installed with the presence of the Monarch or, failing that, the Constable.

ARTICLE 26 – PARTICIPATION IN THE CROWN COUNCIL

As provided in the Political Constitution of Navaza, Article 30, the Crown Council, or Upper House, is a collegiate body of seven (7) members, made up of the Crown Councilors, four (4) of whom will be elected by the members of the titled nobility duly registered and their titles inscribed in the Grand Ducal Repository, the election is carried out in the General Chapter of the Estate. Only nobles who are active within the Estate and do not register current sanctions may be part of the Crown Council.

ARTICLE 27 – AWARD REGIME AND DISTINCTIONS 

The Estate, through the Estate Council, will grant each of its members the following distinctions in recognition of the special services provided by one of its members:

a) Benemérito Noble Señor, conferred on those who have served with honor, decorum and distinction to the Estate for more than twenty years or have carried out an exceptionally valuable action in the service of the Estate or the Monarchy.

b) Pristine Noble Lord, conferred on those who have served the Estate with honor, decorum and distinction for more than ten years, or have carried out an important action in the service of the Estate or the Monarchy.

c) Most Noble Lord: conferred on those who have served the Estate with honor, decorum and distinction for more than five years, or have carried out a commendable action in the service of the Estate or the Monarchy.

d) Eminent Noble Lord: conferred on those who have carried out meritorious work in the service of the Estate or the Monarchy.

e) Outstanding Noble Lord: conferred on those who have carried out outstanding work in the service of the Estate or the Monarchy.

ARTICLE 28 – REGIME DISCIPLINARY AND SANCTIONARY 

All members of the Establishment will be subject to a disciplinary regime due to non-compliance or non-observance of their duties in accordance with the provisions of Articles 2 and 6 of this Statute. All disciplinary proceedings will be instructed by the Provost of the Estate and will be decided in the first instance by the Constable, with the Monarch being the second instance. The sanctions provided according to the severity and culpability of the offenses will be the following: a) Call for Attention; b) Suspension for up to one (1) year from the Establishment; c) Removal of the Habit and decorations for up to ten (10) years; d) Expulsion from the Estate.
